I couldn’t teach him earlier because his adopted and before a i adopted , he was getting beaten by his old owner. @sem53 You Have to teach stay first. Then Reward your pet. Then You can Teach them the Sit/Stay/Heel. Command by Making them sit and then Walking a distance and giving them the Command to come to you.
Work on that before you get to this point.
